Reverend James Sims is a distinguished figure in the community of Harvey, Illinois, and the greater Chicagoland area, renowned for his unwavering commitment to ministry, management, construction, and education. Over the course of 50 years, he has become a pillar in the City of Harvey, earning the affectionate title of "The Job Man" among the youth he has mentored and trained.
Rev. Sims has dedicated himself to building, helping, and training others for self-sufficiency on a daily basis. Through his private school (OELA) and resource center (OCD), he has expanded his impact, providing education and valuable skills to the community. His efforts have transformed the lives of many individuals enabling them to secure employment and support their families, instilling a sense of ownership within the community.
Contributing to holistic development in a disadvantaged area, Rev. Sims has implemented bilingual learning at OELA to support our students in becoming competitive in the workforce.
As the founder of Outreach Community Development (OCD), Rev. Sims acquires and rehabs properties, utilizing them as platforms for on-the-job training and creating opportunities for disadvantaged individuals with low to median incomes to purchase homes within the community. His visionary approach has profound and lasting effect on the South Suburban area, contributing to community and economic development.
Rev. Sims is driven by a commitment to leave a legacy that will serve as a foundation for generations to come. His broad-reaching vision emphasizes self-sustainability through education, entrepreneurship, and community and economic development, ensuring a lasting impact on the urban community.
OELA is a private school that offers the best learning environment in the City of Harvey. The exceptional students of this academy receive small classroom learning, challenging material, and a safe haven for all who enter the building.
The LAB is where students come to learn different skill sets that will guide them into becoming self-sustaining individuals. It is the think-tank where ideas and greatness can emerge.

CURRENT
Outreach has established a private school, which has been in existence for 10 years now. The Outreach Exceptional Learning Academy (OELA) is second to none based on the approach of outstanding teachers and administration. The students of the Academy are reading at a tremendous level, sometimes two and three grades above level. Primary students starting in kindergarten are exposed to critical thinking, multiplication, and STEAM, creating a generation of proficient citizens of the community.
PAST
Outreach Skill Development Center offered classes in different areas of the trades giving citizens from the community training and opportunities to be employed to take care of their families.
Under the management of our CEO and President we have been involved in rehabbing and revitalizing homes and commercial properties, using them as worksites for training, as funding becomes available. In turn, this concept helps to build work ethic and the self-worth of the youth who participate.
